Over VND 300,000 billion invested in seaport development through 2030

Khanh Hoa, Soc Trang, Da Nang, and Thanh Hoa are the four provinces identified with the potential to become “Special-class” seaports under the 2021-2030 development strategy recently approved by the Government.

Deputy Prime Minister Le Van Thanh has signed the approval for the Master Plan on the Development of Vietnam’s Seaport System for the 2021-2030 period, with a vision toward 2050. Under this plan, by 2030, Vietnam’s seaport system aims to handle a total cargo throughput of 1,140 to 1,423 million tons and a passenger transport capacity of 10.1 to 10.3 million arrivals.

According to the approved master plan for the period up to 2030, Vietnam will prioritize the development of international gateway ports, Lach Huyen (Hai Phong) and Cai Mep (Ba Ria – Vung Tau), into two Special-class seaports. Meanwhile, Thanh Hoa, Da Nang, Khanh Hoa, and Soc Trang are planned as potential candidates for the Special-class designation.

Furthermore, by 2030, Vietnam will possess 15 Type-I seaports, including: Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Bình Dinh, Khanh Hoa, Ho Chi Minh City, Dong Nai, Can Tho, Long An, and Tra Vinh.

The system will also include 6 Type-II seaports (Quang Binh, Quang Tri, Ninh Thuan, Binh Thuan, Hau Giang, and Dong Thap) and 13 Type-III seaports (Thai Binh, Nam Định, Ninh Binh, Phu Yen, Binh Duong, Vinh Long, Tien Giang, Ben Tre, Soc Trang, An Giang, Kien Giang, Bac Lieu, and Ca Mau).

According to the Government, the implementation of this seaport master plan requires approximately VND 313 trillion (covering only berths providing cargo handling services). This capital will primarily be mobilized from non-budgetary sources, corporate investments, and other legal financing sources.

Notably, within the seaport master plan, the Government has authorized the construction of a wharf in Truong Sa District, Khanh Hoa Province. This facility will serve to connect the mainland with the islands of Truong Sa District, playing a vital role in the district’s socio-economic development while fulfilling national defense and security missions.
